[TOMT] [Show] some sort of animated show. There’s a large layered like tiered city about to be flooded.

The scene I’m imagining is that there’s this island city with fishing village closest to the water and the city gradually gets higher above sea level and it has like tiers to it. Essentially a road curves up around a mountain or something at the center. The water starts to recede and a giant wave is coming to smash the island but this has happened years in the past so they were prepared to do it again and start to evacuate up the road and the walls of the road have ladders built in that they throw down to get people up faster and the water starts to rise. I think a wheelchair guy gets on a ladder but is washed a way maybe?
