[TOMT][Movie][90s-2000s] Live-action movie that begins with a baby/toddler stealing his mother’s car while she’s in a store

Here’s everything I remember to the best of my ability:

• It was a live-action film and I’m pretty sure it had more of a comedic tone to it than a serious one.
• The movie starts with the baby’s mother leaving him in the car while she goes into a convenience store, at which point the baby manages to get into the driver’s seat and drives away.
• IIRC the movie then fast forwards several years to when the baby is older (somewhere between late youth to early teens I’m pretty sure) and he explains how he basically raised himself from that day forward.
