Trying to get Guardianship over my mother

26F trying to get guardianship over my 52 year old mother.
My parents were never married (Arkansas no lo ger recognizes common law marriage from what I’ve been told)
But they had me so that makes my dad legally responsible for my mother is what DHS told me.
It’s been 10-12 years sense she was diagnosed with RA, MS, and never went back for testing when she was told she had markers for Lupus.
She is able to walk with crutches, is unable to do anything for herself except physically feed herself, and wipe her own self after the bathroom.
She is not on Disability, SS, or anything. But is on Medicaid.
She does not want home health, food stamps, or any other assistance. But believes she can heal herself with Glyphs and frequencies. But she is still in sound mind as DHS has told me sense she answered the phone and told them she could still do everything to take care of herself (even though it’s me doing it for her)
She refuses to go to the doctor of any kind, take any medication and now she has an Abcess in her mouth from a partial she has and refuses to go the dentist to get a new one because she claims insurance will not pay and she has no money on her own. My parents separated about 8 years ago and he bought her a mobile home and pays all her utilities for her so she has running g water and electricity and wifi at that. But she still refuses to go to the doctor or get any real help for her conditions. She has a blood clot in her left knee which is why she has crutches and her RA has made her feet and hands turn to the sides. She only showers when she feels like it which is about every 3 months or so even when I offer to give her a shower and wash her bedding every week, but still claims after 10 years these glyphs and jewelery she wears with frequencies in them will heal her. They obviously have not and I’m getting worried about the abcess in her mouth not being properly taking care of. She lies when she’s interviewed and used to be a paralegal so she knows how to get out of a guardianship. I know that if she’s medicated for her mental illnesses (previously in her med charts, she also used to be on Lexapro for depression) that my mom will return to somewhat of her normal self and will have a better quality of life. What can I do to get a guardianship over her so she has to go to the doctor?
