I live in a duplex, and my neighbors have two dogs. One is a Yorkie, and the other is a mix. They keep those dogs in separate crates in their garage for 23.5 hours out of 24 hours of the day. No joke. They’re lucky if they get to be put out on a chain in the front yard for about 10 or 15 minutes. Then it’s back into the crates. I hear them crying ALL the time. Almost 24 hours a day, every day. They’ll even put those dogs on a chain when it’s freezing or overheating temperatures, with no food, water, or shelter outside. I mean, they’re only out there for about 10 or 15 minutes at a time, but then it’s back into the crates in the garage for another 23.5 hours. So, they’re only allowed to go to the bathroom once a day.
I’ve tried calling animal control, but they just blow me off every time I’ve called. They’ve never came and checked on these dogs. I can’t stand seeing or hearing these dogs being neglected.

Have you spoken with the owners already? IF you’ve already exhausted all routes with communicating with the owner, I’d recommend keeping a detailed log of everything you observe: times, temperatures, how long the dogs are out, when they’re crated, and especially any signs of distress (like constant crying). If it’s safe and legal where you are, photos or video can help too. If animal control won’t help, try:
Calling your local police (non-emergency line) to report neglect
Reaching out to your local humane society or SPCA
Contacting a rescue group (they can sometimes apply pressure or investigate themselves)
Filing an online complaint with your city/county, if that’s an option
Also, if you can connect with any other neighbors who’ve noticed the same thing, multiple voices may push authorities to act. Thank you for caring for those dogs need someone like you to speak up for them. Please don’t give up. Are you willing to take them in if the owner surrenders them to you?
I’m just curious if you know all this to be fact? Like do they have a pimp my crib setup for these dogs in their garage? Are they crying like barking or in pain?
