    Senate resumes its business, this is more a protest as opposed to an attempt to stop a particular bill.

    Also he did it for the history as former record for a non-stop speech was held by a dickhead who tried to stop the Civil Rights Act

    In theory, the Senate can resume normal business as soon as Booker yields the floor.

    If they keep doing what they were working on before, that would most likely mean continuing debate and votes on a handful of nominations, such as Harmeet Dhillon for Assistant Attorney General, Dean Sauer for Solicitor General, and Matthew Whitaker for NATO ambassador.

    However, it depends on what the senators actually vote to do. Considering the timing of things, they’ve been stuck on their 3/31 business day for over 24 hours now, and they’re well past the point that they would have normally adjourned on 4/1. They may simply vote to adjourn until the next business day.

    Booker was not necessarily attempting to disrupt any specific bill or bills. He’s doing this to make a broader point about the overall state of the nation. He has now broken the all-time record for the longest Senate filibuster speech, and he’s still going.

    UPDATE: Booker yielded the floor after 25 hours. The Senate has resumed normal business and seems to be quickly moving forward to a vote on the Whitaker nomination.

    All the senators get a turn to speak if they desire. Once everyone that wants to speak has a turn, they move on to the vote.

    You can’t stop anything like this, but you can make it painful to get stuff done. The Senate is only in session for so many days, so you can limit how much gets done by wasting everyone’s time.
