The only necessary step is figuring out how to get on the ballot, and that’s going to vary a bit between states. Everything else is just a matter of persuading people to support you, and you can approach that task any way you like. The easiest way would be to work through an existing party apparatus, but you don’t have to do that.
The best way is to join a political party. They have the machinery to do all of this.

Anyone can run for anything (with a few exceptions), it’s just a matter of checking the filing process for whatever particular race you’re interested in. Then you complete that process, and ta-da– you’re running.
How to win? You persuade people. There’s no one way to do this. Some people sell themselves as an outsider who can bring in a fresh perspective to shake things up. Some people sell themselves as an experienced hand, who people can trust to act responsibly. It helps to have some particular story or trajectory: like “here’s who I am, and that’s why this makes me the best candidate for this role”.
Things that make it easier? Money. Renown. Consultants. Legal expertise. Charisma. Authenticity. Experience. Gravitas. Elocution. Knowledge. Popular policy positions. Connections. Luck.

Go get involved in your local Democratic Party and start meeting people and make it obvious that you are interested in running for something
run for local government. Starting with something like the school board can be simple-ish and typically non-competitive. Once you demonstrate both to yourself and to others that you have an understanding of policy and of people you can expand your area of representation to the state legislature and from there the federal becomes a lot more doable.
Have lots of money and rich friends
If MTG and boebert can run and win you are good to go. It is more if you want live in the hellscape of politics. This is why good people don’t run.
