Mexico, they receive way more tourists than any other Latin American country, and those tourists spend more, so it might be the only financially viable country.
Everyone knows the best answer is Mexico city. It has thesize. The turism appeal. Close to the USA. There are other candidates, but CDMX cross the most boxes.

There were rumors that Disney was planning on opening a park in Querétaro, because it has decent weather all year, it’s near most of the large cities in the country, and the city and state are fairly safe. I think in the end it just turned out to be bullshit, but those are actually all decent reasons for a theme park there.
No thank you. I would like a Macunaíma park. Macunaíma is morally dubious, but he’s never been used as a geopolitical instrument, nor has forwarded private interests that politically captured a hostile imperial state and crushed labor minorities not fragile latin american populations.
Panama City maybe? Located very centrally in Latin America, and is a fairly wealthy country with the resources to build something of that scale, and Panama City airport is very well connected throughout Latin America thanks to Copa airlines
If you open one in northeast of Brazil that would be huge. Easy access to countries in Central America and for Colombians, Chileans, Bolivians and Venezuelans. About 3-4 hours flight from the main financial and political hubs in Brazil too. Seems like a good deal for me.

Disney usually goes to big cities. So probably São Paulo or Buenos Aires , the one that opens themselves the more possible for them.
