I’m guessing it’s someplace like San Marino – centralized entirely within another nation, which itself is part of a large defensive alliance, and fairly wealthy and technologically forward. In addition, it doesn’t have a particularly heterogeneous population, so the people are all worshipping the same god, buying the same groceries, speaking the same language, etc.
Costa Rica. Not only do they not habe a military, but if my country was so flooded with douchey American tourists saying “Dolce vita!” every five minutes Id start a riot. And Im American.
Excluding their foreign policy, some of the gulf states of the Arabian peninsula – Saudi Arabia, UAE, Qatar, Bahrain, and Oman. Unbelievably safe countries.

Sweden has not participated in a war since 1814. Switzerland since 1815. If it makes them more peaceful, maybe. Are they peaceful places? That’s subjective.
