Who actually helps Federal Grant whistleblowers?

I need help understanding who can actually help me. I reported Federal Grant Fraud of the CEO to the Board of Directors and 3 days later I was terminated by the CEO. This was a small nonprofit (2 contracted employees, 5 volunteer board members, $200,000 in the bank). Since then, 2 Board Members attempted to block my termination; however the CEO also holds a voting seat on the board and blocked the attempt. The 2 Board Members who failed to block the termination resigned, but agreed to write statements. I can’t get an attorney to take this on contingency. What are my next steps? Who actually protects whistleblowers?
