100% the dumbass who filmed this. They committed multiple traffic violations here. I’d have to look at my state’s aggressive driving statute for the required underlying violations, but there might even be enough in that video to support that citation too.
And if dashcam dude gave me this video to try to show the other guy at fault, I’d make sure I had a copy first, then issue him citations, and then he tries to fight it in court I’ll play the video he provided for the judge.
The other car has some blame but I wouldn’t cite them.
The first car did not signal. The second car did not stop, and there is not a labeled turning lane. So, in my opinion, they should have stayed behind the first car. I could be wrong on the turning lane thing. Different states have different rules.
Maybe an unpopular take but I’d split liability since Porsche failed to give signal before turning movement that could affect the operation of another vehicle , and failed to safely start or stop on a highway. Camera car failed to heed stop sign. Can’t say if it also failed to give signal since that’s not visible in the video.
If this was in California, the person at fault is the driver of the Mercedes AMG. The dash cam driver failed to stop for the posted stop sign, but that failure to stop was not a factor in the collision. The Mercedes was in an improper position to make a right turn. The dash cam driver is fully allowed to move right of the Porsche and make a right turn.

Yeah the driver in the dash cam decided that since he could try to squeeze in he didn’t have to abide by the way they had the road marked . The is nothing compared to what I’m watching people do with bike lanes and turn lanes

The driver of the car taking the video failed to stop at the line before the crosswalk so regardless of where this took place and what may or may not be legal when making a turn, they are at fault.

In my personal experience with insurance companies, the dash cam car’s insurance company will likely try to say that the other driver has a certain percentage of responsibility. They’ll say that the driver should have seen the car that pulled up to their right and that they are responsible for making sure there are no obstructions in their way before making a maneuver.

Front car is at fault for stopping on top of the pedestrian crossing, following car at fault for squeezing in as though there were two lanes, and front car at fault and stupid for following through with an avoidable collision.

Moreover, they rolled through the stop, rather than actually stopping, and passed on the right. Had they just stopped like they were legally required to, the accident itself likely would not have even occurred.

Just because the car ahead of you is doing something in the wrong, does not allow the second driver to claim ignorance and crash into them.
