It’s to slowly dissipate momentum before laying down.

I’m quite sure wolves do this as well which is where they came from.
Lets them look around for predators, and knock down the tall grass before laying down on it.
Obviously they’re not laying in tall grass anymore, but the instinct remains.
It’s believed to be an act of self-preservation going back to their years of living in the wild and the need to escape danger. In my years of training dogs I was able to work with some top notch animal behaviorists and researchers. This belief is pretty universal amongst these kinds of experts.

In the wild they’d be tamping down brush and leaves, to make a comfy bed.
Just like a dog or cat might stir or paw their water bowl; they would do that in the wild to clear it of any leaves, twigs, bugs, etc.
It remains as instinct even if they live indoors. Nature didn’t plan for them to live indoors. It’s a fairly recent adaptation, in the scale of things.

Not sure how true it is, but I’ve heard it’s ancestoral instinct from when they did it to mat down the grass when they were wild.
My dog has never done that, he just plops down.

My old dog would scratch at the floor before laying down, especially when she was hot. Made no sense until she did it outside, scraping down to the cool moist dirt and laying on that. There are a lot of genetically encoded behaviors which look out of place in a modern house!
I believe it’s also to check for hazards, like making sure they’re not about to have a kip on a snake or whatever.

Not a dog expert but a horse one.
Horses also do the same things for what appears to be similar reasons, pawing at the ground and walking in a circle before laying down.
Predators and checking the nap spot is one reason horses do it, they also do it to check if the place is soft and may move to another spot if it’s not soft enough.
Dogs probably do the same thing, but like people they have their own preferences on how soft or hard they like their mattress.
Just checking for bed bugs, making sure its cozy-safe
