I’m noticing this both in my current and my past partners (late 40s / early 50s in case that’s relevant). Regardless of the outside temperature, room is well aired, windows open, thin sheet. Still, his whole body is drenched in sweat, the hair on his arms, chest, hands even, is wet.
Is this normal or a sign of a medical condition?

ETA: this does not happen every night, maybe once or twice a week. Also no alcohol / cigarette / drug use.

It’s not normal. Not to alarm you, but severe night sweats are a sign of conditions like Leukemia and Lymphoma. This doesn’t mean it’s that, but it is a symptom to take seriously and I recommend they see a doctor. I am a former leukemia patient and that was a symptom I had. I would wake up to soaked sheets and a pool of sweat on my chest.
That sounds a bit excessive, although testosterone does definitely make you sweat more. Getting drenched every night can be benign, but I honestly would check in with a doctor just in case.
Alcohol withdrawal perhaps? If they normally drink a decent amount even just a single night without could cause this.
Menopause
Comments are all over the place. Does he snore? Do you hear him stopping breathing a bit in the night? I sweated like a pig until I got a CPAP because of my sleep apnea. I still sweat a little but the bed isn’t drenched.
Blood pressure meds
I’m similar. I have my room aircon set to 16 degrees C (60 F) and even then I still wake up sweating. God help me if I’m sleeping in a room without an air conditioner lol. Keep in mind, even at that temperature if I try to sleep with clothes on it is pure hell.
Regardless of previous comments relating it to health problems, I’ve sometimes sweat like that at night my entire life.
Sometimes even my hair is drenched. Full on giant wet spot. It’s normal for me and has been like that since I was young.
I don’t sweat a lot.

In addition to air temperature, humidity might be a factor.
I have always had night sweats off and on and I am healthy. I get it after drinking alcohol especially.
I’ve (39m) had night sweats my entire life, same with my dad and my brother. Now my son, 6, has it as well.

My 4 year old daughter and I both have bodies that double as nuclear reactors when we go to bed. We get incredibly hot under our comforters and it’s extremely uncomfortable to sleep without the AC at its lowest setting at night.
I prefer a colder room, the wife prefers to be warmer. If the room is warm enough for her, I do sweat some at night. I also like to open a window a little, and she hates it. I have always been warm and can wear shorts on a cold day, while she will bundle up. One thing that helps, a dual temp comforter. One side (yours) is made thicker to keep you warm, while the other side (his) is made thinner to not let him get too hot.
Some people just have very active sweat glands.
Also, be aware that some foods/drinks can cause night sweats. Coffee and/or tea within a few hours before bed often causes me to sweat like a pig. Same with certain spicy foods, especially anything with chili peppers.
Also, the thin sheets might just not be thin enough. I throw out the duvet and sleep beneath just an empty duvet cover for about half the year.
