It’s just what you do when you have a micro-penis.
It has repeatedly worked for them. When the DPRK wants attention, it saber-rattles. It then gets attention, which usually means some kind of deal or concession or something else they want. It’s also the only real bargaining chip they have, so they keep playing it and will continue to do so until someone calls their bluff. The question is always, though, that if someone does call their bluff, what happens next, and is it a risk worth taking?

And that’s why even countries with fake nukes and fake buttons want to have nukes and buttons.
