    the ing suffix there is not a tense but a noun maker, same way that singing can be used as a noun.

    he was building a castle.

    the building was a castle.

    you were already billing me when i said i wont pay.

    billing will be easier if you just choose another payment method.

    she was singing.

    i heard singing from the old well.

    etc
