other times i will see someone being descibred as white for no reason, like pick a public figure doing something like making memes, some will say, “white billionaire making memes” or something similar, why does this happen?

Because the unifying factor on most of the left is hatred for white people.
Often self degrading humor, I tend to call my problems on X as “white ppl problems” when I complain about something trivial
But sometimes people do get very, very weird about it and it stops sounding like humor as much as some thinly veiled push for social drama
Many people dislike or envy white people. I guess it’s because of how big of a deal Europe has been for the past 500 years.
Its because straight white men are the only people you are allowed to hate.
Generally people only bring up someone’s race when they think it’s contextually relevant. In the examples you’re giving it’s being brought up because they consider it something that makes your life easier like being rich or good looking.
There is also the idea that those who experience easier lives will be less in touch with reality and struggle to understand the experiences of those who have harder lives. So for example a rich person will struggle to understand what it’s like to experience poverty.
In practice I find people who think on grounds like this often fail to consider the nuances and complexities of life beyond the obviously visible (such as race and wealth) and are very quick to assume and negatively stereotype based on these traits.
I don’t think the left hates straight white men or whatever the people of the comments are saying

In many cases it is used a pejorative.
It can often be a political point.
Left-leaners believe whites are privileged, bringing up things like better treatment by police, access to better jobs and opportunities, etc. Right-leaners believe non-whites are favored over whites and talk about things like affirmative action, news coverage over BLM, public outcry over non-white and hate crime victims, etc).
So they’re pointing out something that matches their politics.
I don’t know the context of your example, but it could possibly be reframed as “privileged, out-of-touch rich guy makes memes so people think he’s a regular joe” or some such.
Sometimes it’s a joke too. After I saw the first Downton Abbey movie, I told people I had a hard time telling all the white people apart (I’m white).
Racism against whites, usually by liberal whites.
Common western society is a hierarchy with white strait cis able bodied men being at the top. I’d imagine people mention it to provide context for their comment.
It’s because people are confused and think white men are the cause of their problems rather than their own actions and behavior. It is a good way to see where someone’s mind is at
If someone thinks race is something worth mentioning, then to me, it nullifies everything they have to say.
It doesn’t matter why… the fact that they do is enough to make me know they are confused and maybe even mentally ill.

It’s because white people have structural power and privilege over people of color, and we often behave in ways that reflect that. Sometimes including white is shorthand for “this person is generally privileged,” and sometimes it’s genuinely unnecessary, but it can also be a way to express how that person’s privilege is likely to manifest and how they are likely to treat people of color. Like, if I want to warn a friend of color that an interaction might be racially charged, I might say, “Yeah, this person is a white guy from X place,” which isn’t a judgment on white guys from wherever so much as it is a shorthand for how that person interacts with the structural power and privilege they have.
Reddit is a terrible place to try and learn about this, though. Look up “institutionalized racism” or “systemic oppression,” there’s plenty out there.

Sometimes someone’s whiteness is mentioned because the point being made is that a person of color would never be allowed to get away with whatever conduct. Sometimes someone’s whiteness is mentioned because they’re demonstrating a kind of entitlement associated with white supremacy, European colonialism, etc.
Hard to say in specific cases without specific examples with their contexts.
That’s because Americans in general, from every race, are completely obsessed with race. Believe me, the rest of the world don’t give a shit and thinks this is very strange.

I sometimes joke about “White people shit” when referencing a weird part of white American culture. It stems from jokes about white Americans doing things other people find odd or unusual, like wrestling alligators or dressing up dogs or classically joked about in movies: searching a house for supposed intruders or ghosts without a flashlight or turning on lights. Those are examples of “white people shit” or “some shit only white people do.”
I think it’s a shortcut that suggests certain demographic characteristics
