Depends on how they plan on doing it as well. If you happen to look across the road and see someone pull a gun and fire, there isn’t really much you could do. Or look up and see someone about to jump off a building and you are too late to yell up to try to stop them, there’s not much you can do.
These are just a couple examples. Could be any of a thousand situations. Unless someone sees you watching said person for a length of time and sees you doing nothing when it’s obvious you could have probably intervened, it’s unlikely you would get in any trouble.
All depends on laws in that city and county. There’s a video floating around with teenagers laughing at a man drowning in a lake or river. He begs for help and the teens just laugh and record his death. No charges were brought against them.

Like many questions in this sub, depends on your juridisction. Laws are different from one country/province/state/county from another.

If someone kills themselves in front of you, you’re not legally responsible for that unless you’re their guardian or something.
My best guess is only if someone else is aware of the fact you did nothing.
